There are rules set into place for the better good, I'll agree to that. However, there are laws designed to be hidden so the public doesn't realize they're breaking the law at the time created specifically for the county to make money. What kind of society do we live in when part of the economy completely relies on the fact that people are breaking laws.
This sets forth a great topic of why would the system ever want a crime free nation? How will they make up for the money loss? Tax us more? To break this down a bit we are a nation whos economy runs based on criminals making money for the system by rotting in jail and having their assets siezed, and the tax payers dollars. Funny thing about that is the tax money that you pay does nothing but cover the interest of the loans the federal reserve bank lends to the united states when they need money. The money for this loan gets printed therefore causing the american dollar to drop due to inflation. This brings up the point that this loan money will never be able to be paid back, and the more loaned the more interest brought in. I bet you'll be shocked to know that the federal reserve bank is a private company and not part of the US government. They also decide how much money is put into circulation. This is just a horrible system to begin with which makes no sense whatsoever except for the genius who convinced the government this would be a proper way to regulate the american dollar.
